YMPO is always trying to ensure that the public has a say in the
transportation planning process. To participate is to express one's
self at the proper time and in the proper forum. Public participation
means participation in planning by people (public) outside the Yuma
Metropolitan Planning Organization (YMPO) and its member entities,
by planning and engineering professionals and by those who are not
professional planners or government officials. It is a process of
taking part in the transportation planning and decision-making that
affect the community.

Public Meetings Concerning the Potential Union Pacific RR Route from Mexico Connecting to the Sunset Line
Representatives from Union Pacific Railroad have discontinued the development of this project. Please see the attchments below for the documents related to this dicussion.
However, YMPO will continue working with local stakeholders on future rail planning projects. Specifically, YMPO will be conducting a series of special counts at rail crossings to determine the impact the Union Pacific Double Track project will have on the transportation system and will post a project scope and timeline once the items have been established.

DISADVANTAGED BUSINESS ENTERPRISE
The Yuma Metropolitan Planning Organization (YMPO) hereby gives
notice of the YMPO’s FY 2007 DISADVANTAGED BUSINESS ENTERPRISE
(DBE) PROGRAM proposed goal of 3.80% for DBE participation in Arizona
Department of Transportation (ADOT) assisted contracts. A copy of
the DBE program and proposed goal rationale are available for inspection
during normal business hours at the YMPO office, 502 S. Orange Avenue,
Yuma, Arizona or on the YMPO website www.ympo.org.
YMPO will accept comments on the proposed goal for 30 days from

TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
The Yuma Metropolitan Planning Organization (YMPO) hereby gives
notice of a 30-day comment period for the Draft YMPO 2007-2011 Transportation
Improvement Program (TIP). A Public Hearing will then be held on
the Draft 2007-2011 TIP at 1:30 PM Thursday June 29, 2006 at the
YMPO Conference room, 502 S. Orange Ave, Yuma Arizona. Any comments
received will be reviewed and a call to the public for comments
will be held on the Draft YMPO 2007-2011 Transportation Improvement
Program at the Public Hearing.
The purpose of the TIP is to synthesize the short-range plans and
programs of all local agencies to insure coordination, to schedule
projects of area-wide significance which were recommended in the
adopted 2003-2026 Regional Transportation Plan, and to provide system’s
level overview of the proposed improvements for the entire area.
The first year’s improvements are the Annual Element.
A copy of the draft 2007-2011 Transportation Improvement Program
is available for inspection during normal business hours at the

QUALITY CONFORMITY PROCEDURES OUTLINE to Determine and Assure
Conformity between the 2006-2029 Regional Transportation Plan, 2007-2011
Transportation Improvement Program and Yuma PM10 Nonattainment Area
State Implementation Plan. A copy of the 2007 Air Quality Conformity
Procedure Outline is available for inspection during normal business
hours at the YMPO office, 502 S. Orange Avenue, Yuma, Arizona or
on the YMPO website www.ympo.org/airquality.htm.
YMPO will accept comments on the proposed outline for 45 days from
