Regional Transportation Plan

One of YMPO's primary tasks is to prepare a transportation plan that covers Yuma county-wide. The first was accomplished in 1984. Since then three different plans have updated the original as prescribed various laws and acts.

The study area is Yuma County located in the southwestern United States on the Mexican border. It is only 180 miles from the cities of Phoenix, Arizona, and San Diego, California. Yuma County is in the southwester Arizona bordering the Colorado River and covers 5, 561 square miles and includes the cities of Yuma, Somerton, and San Luis, the town of Wellton, the Cocopah Indian Tribe, and several unincorporated communities.

The Transportation Equity Act (TEA-21) was enacted in 1998 and requires that the Regional Transportation Plan Updates be prepared at least every three years in non-attainment areas. It stresses key principles:

  • Rebuilding America
  • Improving Safety
  • Protecting the Environment
  • Creating Opportunity
  • Promoting Economic Growth and Trade

Final 2006-2029 RTP

The 2006-2029 RTP is drafted to be in compliance with current SAFETEALU legislation. As such, this RTP differs from those drafted in previous years as it includes a section relating to Areas of Potential Environmental Mitigation, and promotes greater collaboration between those agencies that govern various aspects of the environment and those that plan projects within areas of potential mitigation.
SAFETEALU, or the Safe, Accountable, Flexible, Efficient Transportation Equity Act-A Legacy for Users, enacting August 10, 2005, is the current federal legislation governing transportation planning and funding through 2009.
