Air Quality

In 1990 the Clean Air Act Amendments called for any area that does not meet the National Ambient Air Quality Standards (NAAQS) for one or more air pollutants to be designated as NONATTAINMENT for that pollutant(s). Because the Yuma area was designated a NONATTAINMENT area for PM-10, it was required to prepare a Primary Measurable (PM-10) Plan for the area that, when implemented, would bring the Yuma area into compliance by December 31, 2006.

A 2007 Air Quality Conformity Report summary follows.

The 2007 Air Quality Conformity Analyses concluded that there are no measured violations of the PM-10 standard in the Yuma nonattainment area during the past seven years. In addition, PM-10 emissions continue to be less than 1990 values, and less then the budget permitted by the 1994 Yuma PM-10 Nonattainment Area State Implementation Plan (SIP) Revision. The deadline for comments on the draft report is October 31, 2007 and has been updated to include an emissions budget conformity test.

Where We Are Now:

Conformity Analyses demonstrates that the Yuma area is making significant progress toward maintaining the National Ambient Air Quality Standard for PM10. The following substantiate this conclusion:

  • The Reasonably Available Control Measures (RACMS) included in the Yuma PM10 SIP continue to be implemented;
  • The YMPO's adopted Transportation Plan and Program have demonstrated conformity with the SIP.
  • There have been no PM10 violations of the NAAQS since 1991.

Where We Are Going:
The ADEQ is in the process of developing a maintenance plan. When the EPA approves this plan, the Yuma area will no longer be classified as a nonattainment area. To follow is the Maintenance Plan Timeline:
